    The Mental Health Act 2001, Part 2, will commence on 1st November 2006. The Act places significant additional responsibilities on the Health Service Executive. In preparation for the commencement of the Act, the HSE established a number of Consultative Fora earlier this year. This Report is the outcome of the work of the Forum dealing with the issue of Additional In-Patient Capacity for Children and Adolescents with a Mental Illness in anticipation of the commencement of the Act.

    Almost all payments for services provided in the community by General Practitioners, Community Pharmacies, Dentists and Optometrists/ Ophthalmologists are made by the Primary Care Reimbursement Service. Payments in the Year 2005 were in excess of 1.88bn. Estimated payments by the Primary Care Reimbursement Service for 2006 are 2.07bn.

    A Joint HSE / DoHC Task Group was established to progress the recommendations of Children's Health First, and, in particular, to advise on the best location for the proposed new hospital. The Joint Task Group undertook an extensive information gathering process to inform the decision making process. As part of this work, the issue of tri-location with maternity service, particularly for high-risk obstetric and neonatal services, emerged as requiring consideration
