Re HIQA Inspection - Rusheen House - OSV-0008753

Rusheen House is a community residential service providing care and support to four adults with disabilities who have complex health and support needs. The service at Rusheen House is managed and operated by HSE Disability Services. Rusheen House is located in a rural setting within driving distance of a busy town. The centre is comprised of a two-storey house with four bedrooms and several communal rooms which the residents share. Residents at Rusheen House are supported by a staff team which includes both nursing and social care staff. The staff support provided is based on the assessed needs and abilities of the residents and includes a waking night support arrangement.

Rusheen House was inspected by the Health Information & Quality Authority (HIQA) on November 18 2024 and the report was published on the HIQA website on January 29 2025.

The HIQA inspector met with the Person in Charge and staff on the day of inspection. The inspector undertook a walk around of the centre and found that it was a bright, welcoming and spacious home. It was noted that the “nice to meet you” inspection information document was displayed for residents so that they were aware of the HIQA inspection taking place. The inspector found the kitchen and living room at Rusheen House were well equipped and noted it was clear that this was a space where residents liked to relax while being close to what was happening.

On inspection it was found that staff spoken with said that residents enjoyed a good quality of life since moving to their community-based home in Rusheen House. When asked, staff said that they were aware of the importance of the human rights of residents and had training provided on this area. Staff spoke about respect, offering choice and ensuring that residents were treated in a manner that was equal to any adult.

On the day of the inspection, seventeen regulations were inspected with fourteen regulations found to be compliant and three deemed to be substantially compliant. A judgment of substantially compliant means that the service has generally met the requirements of the regulation but some action is required to be fully compliant.

A compliance plan has been returned to HIQA outlining a number of actions taken to bring the centre into full compliance:

  • The Person In Charge has agreed a plan for the repair of the damaged shed and damaged fencing with the Maintenance Manager.
  • Risk assessments were reviewed by the Person In Charge and the Clinical Nurse Specialist in Behaviours to ensure clarity regarding the management of the risk and the correct recording form for completion. These will be reviewed on a regular basis.
  • Any allegation which is deemed to have potential for safeguarding implications is screened as per the HSE Safeguarding Policy and HR procedures.
  • All medication Kardex were reviewed by the relevant prescriber to direct the timeline for administration of PRN medications. This timeline was noted in the updated PRN protocol and signed by the prescriber as outlined in the HSE Medication Management Policy (2023).
  • A review of resident’s Positive Behaviour Support Plans has been undertaken.

The HSE will continue to work to ensure that high quality services are delivered and maintained for the residents of Rusheen House.
