Re HIQA Inspection – Edencrest & Cloghan Flat - OSV-0005487

Edencrest & Cloghan Flat designated centre is managed by the Health Service Executive and provides residential support to six residents. The centre comprises of a detached bungalow and a one bedroom flat which is located on a small campus based setting and is within walking distance to a large town in Co. Donegal. Each resident in the designated centre has their own bedroom. The bungalow has considerable collective space and spacious gardens to the rear and the front.  The flat provides self-contained accommodation with a bedroom, bathroom, kitchen and living room. The centre is staffed on a 24/7 basis by a skill mix of nursing and care assistant staff.  Transport is provided to accommodate residents accessing community based facilities and activities.

Edencrest and Cloghan Flat was inspected by the Health Information and Quality Authority (HIQA) over a two day period on the 24th and 25th of July 2024. The report was published on the HIQA website on November 14th 2024.

Eighteen regulations were inspected, fifteen regulations received a fully compliant judgement and three were deemed substantially complaint.   The HSE has taken the following actions to ensure standards in the centre are compliant with regulations as follows.

  • The training needs analysis for the centre has been reviewed.  All staff have been provided with their updated individual training needs analysis and have been advised of the date this should be completed by.
  • All risk assessments within the centre have been reviewed and a risk assessment in relation to staff’s capacity to respond to all residents’ needs during night time across Edencrest and Cloghan Flat has been completed.
  • A risk assessment was completed in August and escalated in relation to the deficit of an Occupational Therapist within Disability Services in the area.  The HSE’s Human Resources department has completed a recruitment campaign to try to fill the Occupational Therapist position but to date has been unsuccessful.  An agency Occupational Therapist has been sourced in the interim. 

The HIQA inspector noted in the Edencrest and Cloghan Flat inspection report that “Residents spoke about their interests and their day-to-day lives.  It was clear from talking with residents and reviewing documentation that residents were consulted about the centre and could make choices in their day-to-day lives.”

The HSE will continue to work to ensure that a high quality service is maintained for the residents of Edencrest and Cloghan Designated Centre.
