Re: HIQA Inspection - Oakvale - OSV-0008

Oakvale designated centre is a large detached bungalow located in a large town in County Cavan which is managed by the Health Service Executive (HSE) Disability Services in Community Healthcare Cavan, Donegal, Leitrim, Monaghan, Sligo (CH CDLMS).

The centre provides a 24 hour nurse lead care to four adults who require supports with their mobility, social and health care needs. The centre consists of four en-suite bedrooms, a sitting room, a large kitchen/dining/living area, offices, a utility room, a w/c and a number of storage areas. There is a large garden to the rear of the property and the front of the property has sufficient space to park cars.

Transport is provided for residents of Oakvale designated centre to access local community amenities.

Oakvale was inspected by the Health Information & Quality Authority (HIQA) on April 3rd 2024 and the report was published on the HIQA website on June 19th 2024.

On the day of inspection the HIQA inspector found that the centre was well-resourced and the governance and management structures in place ensured a safe quality of service was provided to residents living within the Oakvale centre. The inspector met all of the residents during the inspection and spent some time talking to a number of them about what it was like to live in the centre. The inspector also spoke to two staff, the person in charge and reviewed records pertaining to the care of residents and observed some practices.

At inspection, seventeen regulations were inspected with sixteen receiving a fully compliant judgement and one deemed to be substantially compliant.

The HSE has taken the following action to ensure regulatory compliance in full as follows:

  • For one resident a meeting is scheduled with the resident, the multi-disciplinary team, General Practitioner and the resident’s nominated family representative to ensure all relevant documentation is included as part of the resident’s overall care plan so as to ensure the plan is comprehensive in relation to the resident’s end of life directive.

The HSE Disability Services in CH CDLMS will continue to work to ensure that a high quality of service is maintained at the Oakvale centre.
