Re: HIQA Inspection - Farmhill - OSV 000-5533

Farmhill designated centre provides full time residential services to three adults with intellectual disabilities. Farmhill is comprised of two ground floor apartments in a complex in an urban residential area within County Sligo.

The apartments are centrally located and are close to amenities, such as restaurants, public transport, a pharmacy and a church. All residents in the centre have their own bedrooms. The apartments are comfortably furnished and have communal areas to the front and rear of the buildings. Residents are supported by a staff team which includes the person in charge, nurses and health care assistants. A waking night-time arrangement is used at this service.

An announced inspection of Farmhill designated centre by the Health Information & Quality Authority (HIQA) took place on March 26th 2024 and the report was published on the HIQA website on June 19th 2024.

On the day of inspection, the HIQA inspector reported that it was clear that residents of Farmhill were provided with a person-centred service and that each of their choices were supported.  The inspector commented that staff training and development, along with good governance arrangements, ensured that a safe and effective service was provided. 

Fourteen regulations were inspected by HIQA on the 26th March 2024 of which twelve regulations received a fully compliant judgement and two regulations were deemed substantially compliant.  A Compliance Plan has been submitted to the Authority outlining the following actions to ensure full compliance at Farmhill designated centre is achieved:

  • The HSE HR department is progressing a recruitment campaign to recruit permanent health care assistants as a number of positions are filled on a temporary basis or by agency staff.
  • Risk assessments have been updated to identify the number of agency staff utilised on a consistent basis and the governance arrangement in place to manage same.
  • Agency staff mandatory training records are included on the centre’s training matrix and a schedule for supervision and performance management for all agency staff utilized on a consistent basis in the centre has been developed.
  • The person in charge at the centre has ensured that all mandatory training modules are provided in line with the requirements of the service and the provider’s policy.

The HSE Disability Services in Community Healthcare Cavan, Donegal, Leitrim, Monaghan, Sligo continue to work to ensure that robust governance, quality and safety arrangements are in place within the Farmhill centre to ensure high quality services are provided to all residents.
