The social inclusion and community development programme aims to:
- Improve access to mainstream services
- Target services to marginalised groups
- Address inequalities in access to health services; and
- Enhance the participation and involvement of socially excluded groups and local communities in the planning, design, delivery, monitoring and evaluation of health services.
Marginalised groups identified include homeless people, minority ethnic communities, travellers, illicit drug users, those from the lesbian, gay, bisexual, transsexual/transgender communities, people with problematic or dependent alcohol use and people with HIV/AIDS.
Travellers Services
Services for Travellers are provided by non governmental organisations with support from the HSE. These services include:
- Community development work to support Traveller Representation in relation to health and other issues provided by Triskele Community Training and Development
- Carrickmacross workhouse, Shercock Rd, Cavan
- Development of primary health and social care training for Travellers to become community health care workers provided by Extern 1 Tower Hamlet, Farnham St, Cavan (049) 4377054

Services for Homeless persons
Services for people who are homeless are provided by non governmental organisations with support from the HSE:
- Overnight accommodation for homeless persons in Cavan provided by The St Vincent DePaul Society Night Shelter, Riverside, Cavan (049) 4332740

- Information and support services for women and children who are or have experienced domestic abuse provided by Tearmann Domestic Violence Service
Services for Asylum Seekers
A range of services including Community Welfare Services, Public Health Nursing and Mental Health Services are providing services on an outreach basis to asylum seekers in St. Patrick's Reception Centre, Monaghan.

ADDICTION SERVICES
The aim of the services is to empower those whose lives have been and are affected by addiction related problems in a confidential non-judgemental manner.
The service provided includes individual counselling, a drop-in centre, assessment and intervention advice, information and education to addicts and concerned other in relation to alcohol, drugs and gambling, ongoing support and follow up care, drug screening facility. This is a seven day service.
The drop-in centre is located in the Addiction Resource Centre, St. Davnet's Complex, Rooskey, Monaghan and is open Monday to Friday 9.30am - 5.00pm
Outreach clinics are located in Monaghan Town, Castleblayney, Carrickmacross, Ballybay, Cavan Town, Kingscourt, Cootehill and Virginia.
How do I access the service?
You can contact the service by phone, letter or in person. Health or other professionals or a concerned person may also refer you to the service.
An appointment is then made with you for an assessment interview with a member of the addiction team.
