Pension Services
A range of Pension Services are provided to members of the Single Scheme, HSE Superannuation Scheme, Voluntary Hospitals Superannuation Scheme and Nominated Health Agencies Superannuation Schemes. These are delivered by our 3 Pensions Functions:
- National Pensions Management Service
- Service Improvement (Pensions) and Single Scheme Administration Unit
- Pensions Quality and Standards

Personnel Administration
Personnel Administration Services are provided through the following functions:
- National Personnel Administration (NPA)
- Garda Vetting Liaison Office (GVLO)
NPA
NPA maintains the SAP HR system, ensuring individual employee records are correct and up to date. Some of the services provided are as follows:
- Setting up of new employees on the HR System
- Actioning any changes to employee’s terms and conditions of employment e.g. change to contracted hours, promotions etc.
- Administering leave schemes e.g. Maternity Leave, Parental Leave
- Ensuring appropriate action is taken on the HR system when employees leave the organisation

GVLO
The GVLO is the HSE liaison with the National Vetting Bureau (NVB) of An Garda Síochána, and processes applications for Garda Vetting for all employees and non-employees who are engaged in providing health and social care services to relevant groups on HSE sites.
The Key Areas of Work in this Function are:

- Management of the Section 19 Appropriate Persons Process

Recruitment Services
HRSS Recruitment Services are provided by the following Functions
- The National Recruitment Service (NRS)
- Recruitment Quality, Standards and Advisory Unit

NRS
The NRS provides a comprehensive recruitment service for appointments in the HSE, working in partnership with HSE customers. The NRS have extensive experience in supporting and managing the selection process from application to appointment, recruiting health care staff at both high volume and bespoke levels across all sectors of the health service.
The NRS supports a significant number of appointments, processing and managing applications in line with the Codes of Practice cpsa.ie.
A Help Desk that is available to take all your queries on vacancies that you are filling through the service or if you are a candidate that has applied or is considering applying for a role.

Recruitment Quality, Standards and Advisory Unit
The Recruitment Quality, Standards and Advisory Unit promotes, supports and improves quality recruitment standards across the HSE. Quality recruitment standards encompass best practice recruitment, adherence to statutory requirements and HSE Policies.
Hiring managers and recruitment professionals can use the best practice guidance and information to support them with recruitment.

It also allows the RQSA team to communicate directly with you regarding updates, and to share non-confidential recruitment material or information.
Agency Frameworks and Sourcing
This function is responsible for the Management of National Frameworks or Supplier Panels for accessing locum/short term agency workers as well as for the purposes of appointment of internationally recruited healthcare staff. The Frameworks or Supplier Panels managed by this function are:
1. National Multi Supplier Panels for Agency Workers for the following staff categories / grades:
- Medical / Dental - all grades
- Nursing / Midwifery - all grades
- Health & Social Care Professionals - all grades
- Health Care Assistants
2. Framework for the International Recruitment of Nurses & Midwives
This Framework provides an international recruitment resource to source nurses / midwives, manage the selection process and conduct clearances for appointment of nurses / midwives to the HSE and Section 39 and 39 agencies.
3. Authorisation Scheme - Professional Placement Scheme - Agency Finder’s Fee
This scheme provides additional sourcing / recruitment expertise at a fixed costs for the HSE and Section 39 and 39 agencies where a full recruitment process has not produced a suitable candidate. The recruitment agency identifies qualified health professionals within international markets who have not worked in Ireland in the past 36 months and introduces them to the employing authority.

HR Operations and Digital Developments
This function supports the digital development of HR Shared Services Systems, and some HR systems that are used nationally. These systems in use nationally include:
- Therefore (Electronic Document and Records Management System)
- Recruitment Gateway
Operational Support is also provided by this function to HR Shared Services, e.g. management of FOI requests, and ensuring that the work practices adhere to HSE National Policies and promote strict compliance with GDPR Legislation.
