Alcohol Programme
The HSE Alcohol programme was created in 2016. It aims to show the impact of alcohol related harm on people's physical and mental health.
The programme works to:
- reduce alcohol consumption in the country
- reduce health inequalities
- protect people from alcohol related harm

HSE Alcohol Programme
The HSE Alcohol Programme is part of HSE Health and Wellbeing. The goal of the programme is to reduce the consumption of alcohol, as outlined in the Healthy Ireland Framework 2013-2025 (PDF, 4.7 MB, 60 pages).
The programme aims to improve the health of the entire population. To achieve this it combines best practice, research and proven policy in services. This coordinated effort reduces alcohol harm and makes the best use of all available resources and expertise.
The programme will achieve this by focusing on 6 areas of work.
Leadership
Provide national leadership in the prevention and reduction of alcohol-related harm. Support it with improved governance.
Partnerships
Build and improve partnerships with a wide range of services, organisations and sectors for a system-wide approach. Develop and put in place an action policy and practice that prevents and reduces alcohol harm.
Prevention
Resources and actions to protect the population.
These include:
- conducting initiatives to prevent alcohol harm
- developing resources for the education sector - as the 'Know the Score' school programme
- implementing the Fetal Alcohol Spectrum Disorders (FASD) prevention plan (PDF, 220 KB, 9 pages)
Inform and empower the population
Be the go-to, authoritative and evidence-based resource for information on alcohol. Tackle social and cultural norms through effective communication strategies.
Service development
Improve services to better address harmful alcohol use.
Achieve this through:
- screening and early intervention
- delivering staff education and support initiatives to respond to alcohol harm
- scoping the development of online/digital interventions
- seeking resources to expand the availability and range of alcohol services
