Locally negotiated contracts between €25k and €50k (ex VAT) require a contract award notice to be published on the eTenders platform. This should be actioned by completing a “Contract Award Notification Form” which is embedded in NFR B1 and accessible here. It should be noted that professional procurement assistance should be sought for contracts over €50k (ex VAT) threshold and those contract award notices will be published by National HSE Procurement.
Sourcing options in exceptional circumstances
It is a mandatory requirement that a competitive procurement process should be used unless there are justifiable exceptional circumstances. In exceptional circumstances, where it is not possible to follow standard public procurement procedures, an application should be submitted for approval using the “Advance Approval for Sourcing in Exceptional Circumstances Form” which is embedded in NFR B1 and accessible here.
