Areas of Finance Activity

There are three areas of Finance Activity in the Health System working in partnership to ensure valued, responsive and effective financial services are delivered under the HSE National Financial Management Framework:

  1. National Finance
  2. Local Finance
  3. HBS Finance

Finance Reform Programme: A critical component of the wider Health Service Reform Programme, Finance Reform is recognised as the single most important non-clinical priority of the HSE. Finance Reform aims to create a single accurate financial picture across the Health System, which will help people across our organisation to make better financial decisions.

The services we provide

The National Finance Division is responsible for providing National Finance Policy, Governance, Planning, Reporting, and Management of Financial Systems across the HSE.

The Division is led by the Chief Financial Officer (CFO) who has accountability for financial management across the entire Health System. The CFO is supported by five Assistant CFOs who form the Senior Finance Team (SFT).

National Finance works with Local Finance to understand and support the financial performance of each Operational Service Area and engages with the Department of Health on the HSE’s overall financial performance.

Decision Making

Financial Information

Financial Management is the system by which the financial aspects of the HSE are directed and controlled to support the delivery of the organisation’s goals. The key performance criterion in relation to financial management is that the organisation has in place robust financial management systems and an effective system of internal control over the use of its financial resources. Effective internal financial control encompasses safeguarding the organisation’s assets from losses of all kinds and ensuring that value for money is achieved in the use of financial resources. 

The National Financial Regulations outline at a high level the framework within which the internal financial control system of the Health Service Executive (HSE) operates. These regulations have been prepared to meet best practice requirements and to meet specific requirements of:

  • Irish and EU statutory provisions
  • Department of Health and Government policies and guidelines

It is the responsibility of all Budget Holders, managers and staff in the delivery of day-to-day operations and corporate activities that the Financial Regulations are fully complied with.
