Health Business Services (HBS) is a Division of the HSE and was established in February 2014 to provide high quality business services and solutions to the new emerging health structures. HSE legal and regulatory compliance are central to HBS service decisions.
The Public Service Reform Plan, published in November 2011 and further updated in January 2014, includes the implementation of shared service models within each sector of the public service as one of the fourteen public service reform initiatives. The adoption of shared service models for support function delivery and some specialist services has a strong Government mandate and remains a key aspect of reform policy across the Public Service.
The functions of HBS are set out below. In the health sector HBS has national responsibility for elements of Finance including payroll services, accounts payable, general accounting and financial reporting and in Human Resource it has national responsibility for pensions, recruitment and personnel records management.
HBS is implementing an operating model which represents a significant change from how each of the composite functions have operated in the past. We are adopting an partnership approach to the delivery of our services with our colleagues in the various health businesses. A Business Relationship Management function has been established with Business Relationship Managers to provide strong links with those in receipt of our services. HBS will strive to ensure there is clarity about what we can deliver, how/when it will be delivered and what is required from our business partners to ensure that expectations can be met.
